Keri Hatley is Senior Counsel for ConocoPhillips with a focus on electricity, water, and regulatory legal matters on the New Mexico side of the Permian Basin. Keri has a wide breadth of experience spanning federal and state government, as well as private litigation and in-house counsel roles. She worked in the Office of General Counsel for the Federal Energy Regulatory Commission (FERC) in Washington D.C. before transitioning to private water rights litigation in Denver, Colorado where, among other matters, she worked on the TX v. NM United States Supreme Court litigation as counsel for New Mexico. She has been in-house working oil and gas matters for the last thirteen years, with a focus on electricity, water rights, and produced water in the San Juan, Permian, and Piceance Basins. Keri co-chairs the New Mexico Oil and Gas Association’s Public Regulation Commission Committee, as well as their Electric Utility and Transmission Work Group. Keri sits on Southwest Power Pool’s Markets and Operations Policy Committee as ConocoPhillips’ voting member. She is on the board of directors of Continental Industrial Energy Consumers, an advocacy group representing large industrial electricity customers at the Southwest Power Pool. A New Mexico native originally from Aztec, New Mexico, Keri obtained her law degree from the University of New Mexico, followed by an LL.M. in International Business Law with an M.B.A. certificate from the Insituto de Empresa in Madrid, Spain. She lives in Santa Fe, New Mexico.
