Dave is Vice President of Technical Services for GPA Midstream Association, where he leads the organization’s technical standards, research, education, and industry collaboration initiatives. He is recognized throughout the energy industry for combining deep technical expertise, operational leadership, and regulatory engagement to advance measurement, analytical, and operational excellence across the oil and gas value chain.

With more than three decades of experience spanning environmental services, hydrocarbon measurement, analytical systems, operations management, and executive leadership, Dave has built his career on technical innovation and practical industry application. His background includes founding and leading an environmental services company, managing measurement operations for Anadarko Petroleum, and serving as Chief Revenue Officer for SPL, where he oversaw commercial strategy and operational performance across upstream, midstream, downstream, and chemical markets.

At GPA Midstream, Dave works closely with member companies, technical committees, regulators, and industry stakeholders to develop and maintain standards, best practices, and educational programs that support safe, reliable, and efficient energy operations. His leadership focuses on strengthening technical collaboration while helping the industry navigate evolving operational, regulatory, and technological challenges. His work continues to support the development of the next generation of technical leaders while helping drive innovation and operational performance throughout the energy infrastructure sector.
